New Report: Voter Contact Spend Projections 2026-2032

The U.S. voter contact market will grow from $13.9B in 2026 to $21.1B by 2032, a 52% jump in just three election cycles. 

Digital/CTV Video will be driving the bulk of that growth, capturing $6.1B in new spend and taking just over half of all voter contact budgets by 2032 ($10.7B). Among the other eight voter contact methods, Text Messaging, Paid Canvassing, Digital GOTV, and Relational Organizing will make up 15% of the spend ($3.2B) and are projected to grow by 131% by 2032.

However, with this growth comes greater fragmentation of teams, data, results, and the ability to measure actual impact on persuasion and voter turnout. 

Voter contact planning must evolve from a collection of disconnected programs into a single coordinated strategy, where consumption data drives audience identification across online and offline efforts. Texting, mail, and other voter contact methods should complement digital and TV instead of competing with them. Impact should be measured as one campaign rather than nine. This report aims to set expectations for the voter contact market today and where it will be in 2032 so we can start breaking down some of these silos.
